The Vietnam Association of Seafood Exporters and Producers (VASEP) on Monday reported that the U.S. Department of Commerce (DOC) had issued the final findings of its 20th administrative review (POR20) concerning anti-dumping duties on frozen pangasius fillets exported from Vietnam to the United States. The review covers shipments made between August 1, 2022, and July 31, 2023.
The review determined that seven Vietnamese companies have qualified for a 0% anti-dumping duty, an increase of six companies from the previous review (POR19). These include Bien Dong Seafood Company Limited and its affiliate Bien Dong Hau Giang Seafood JSC, along with Can Tho Import Export Seafood JSC, Dai Thanh Seafoods Company Limited, Dong A Seafood One Member Company Limited, Hung Ca 6 JSC, Nam Viet Corporation, and NTSF Seafoods JSC.

The DOC concluded that Bien Dong Seafood and its affiliate Bien Dong Hau Giang Seafood JSC did not sell frozen pangasius fillets below fair market value during the 20th administrative review period. The six other Vietnamese exporters met the criteria for individual consideration and were likewise granted a 0% anti-dumping duty rate, matching that of Bien Dong.
Companies that failed to prove they were not involved in dumping practices or didn’t meet the criteria for separate rate eligibility have been assigned the standard national anti-dumping duty of $2.39 per kilogram, the maximum rate intended to discourage non-compliant or uncooperative behavior.
Meanwhile, Vinh Hoan Corporation, a leading pangasius exporter does not appear on the current exemption list, as it had already been excluded from the anti-dumping duty in earlier reviews.

This exemption results from a bilateral agreement between Vietnam’s Ministry of Industry and Trade and the United States Trade Representative. As a result of the settlement, Vinh Hoan continues to be excluded from anti-dumping duties and retains a 0% rate under a distinct framework.
Pangasius continues to be a major contributor to Vietnam’s seafood export industry, generating billions of dollars in revenue annually. Pangasius fillets account for approximately 80% of the country’s total exports to international markets, with the U.S. remaining a key destination.
Data from Vietnam Customs shows that in the first five months of this year, pangasius exports from Vietnam to the United States totaled $142 million, reflecting a 7% rise compared to the same period last year. In May alone, exports surged to $41 million, representing a year-on-year growth of 35%.
