Türkiye and Kyrgyzstan signed the 12th Term Joint Economic Commission (JEC) Protocol on Thursday, outlining initiatives to deepen collaboration across sectors such as trade, industry, energy, transportation, agriculture, education, healthcare, and culture.
Türkiye’s Vice President Cevdet Yilmaz and Adylbek Kasymaliev, Chairman of Kyrgyzstan’s Cabinet of Ministers, signed the agreement in Bishkek. The protocol features a 77-article action plan that serves as a joint roadmap for enhancing bilateral relations.
Yilmaz emphasized that both nations are committed to achieving the trade targets set by Türkiye President Recep Tayyip Erdogan and Kyrgyz President Sadyr Japarov, $2 billion in the short term and $5 billion in the medium term, reaffirming the leaders’ commitments made during the 2024 High-Level Strategic Cooperation Council in Bishkek.

Yilmaz emphasized that the action plan lays out concrete steps for collaboration across key sectors. This includes cooperation in mining—particularly in rare earth elements and critical minerals—and joint efforts to develop industrial parks in Kyrgyzstan.
A Kyrgyz-Turkish IT meeting will also take place during the Kyrgyz IT Forum to enhance collaboration in software development, startups, and digital investment.
Additionally, both nations pledged to work together on smart city development, digital transformation, and e-government initiatives and agreed to digitize road transport transit documents to reduce bureaucratic hurdles.

Turkey is Kyrgyzstan’s fifth-largest direct investor, with over 2,000 Turkish companies operating in the country and total investments reaching approximately $2 billion. Turkish construction firms have completed 95 projects valued at around $1 billion.
Yılmaz noted that Turkey is a key trade partner for Kyrgyzstan, ranking eighth in its exports and sixth in its imports. He added that the Türkiye-Kyrgyzstan Business Forum would serve as a platform for business communities from both countries to explore new opportunities for cooperation.
