Turkey has terminated its anti-dumping investigation into Indonesian cold-rolled stainless steel, exempting the products from punitive duties and opening the door for expanded exports into the Turkish market.
The Turkish authorities formally closed the case on December 27, 2025, concluding that imports of Indonesian cold-rolled stainless steel involved only negligible levels of dumping and did not cause material injury to Türkiye’s domestic industry. The investigation, launched on June 28, 2024, covered shipments from both Indonesia and China.
Indonesia’s Trade Minister Budi Santoso said the outcome reflected the growing competitiveness of the country’s steel industry and the government’s active engagement throughout the 18-month investigation to ensure the process remained objective and consistent with international trade rules. He said the decision would create new export opportunities for Indonesian producers.

Acting Director General of Foreign Trade Tommy Andana attributed the favorable ruling to close cooperation between the government and domestic steel manufacturers, who provided complete and accurate data during the investigation. He said the response demonstrated strong industry governance and readiness to compete fairly in global markets.
Director of Trade Security Reza Pahlevi Chairul noted that anti-dumping cases often involve methodological disputes linked to raw material market distortions. He said Türkiye applied consistent, company-level data calculations without distortion-based adjustments, describing the approach as objective and credible.
Indonesia’s exports of cold-rolled stainless steel to Türkiye have risen sharply in recent years. Shipments were valued at $21.9 million in 2020 and increased to $31.2 million in 2021, $37.6 million in 2022, and $66.8 million in 2023. Exports surged to $108.6 million in 2024, and by the third quarter of 2025 had already reached $66.2 million, underscoring the growing importance of the Turkish market for Indonesian steel producers.
