The Security Industry Regulatory Agency (SIRA) of Dubai, in collaboration with Germany’s Federal Office for Economic Affairs and Export Control (BAFA), has organized the second advanced training program on the control of exports and imports of dual-use goods. The initiative forms part of SIRA’s strategy to strengthen security and develop commercial control systems at both local and international levels.
Hosted in Dubai, the program brought together international experts to share knowledge and global best practices in the regulation of dual-use goods, reinforcing SIRA’s commitment to forging strategic partnerships and aligning with international standards.

The program’s objectives focused on enhancing the efficiency of government cadres in control and inspection, enabling participants to apply licensing procedures according to international best practices, expanding applied research in dual-use goods regulation, strengthening institutional coordination among authorities, and reinforcing Dubai’s role as a regional hub for control and safe trade.
Sultan Al Qamzi, Director of Restricted Goods Permits at SIRA, said: “The convening of the second advanced course reflects the Agency’s firm commitment to working with our international partners to develop the control system for dual-use goods in accordance with the highest global standards.”

“The cooperation with BAFA in Germany has proven to be an exemplary model of knowledge exchange and institutional integration, contributing to a more secure and reliable trading environment. At SIRA, we place special focus on investing in national capacity-building and intensifying applied research, further strengthening Dubai’s position as a global leader in control and safe trade,” he added.
On its final day, the program included an evaluation session to review outcomes and set future recommendations, reaffirming SIRA’s commitment to ongoing initiatives and broader international cooperation.
