The Directorate General of Customs Valuation in Karachi has updated the reference values for calculating import duties on spun yarn to reflect prevailing global market conditions. As per Valuation Ruling No. 64/2025, the revised rates cover polyester, viscose, acrylic spun yarn, and the blends imported from China, Thailand, Indonesia, and Vietnam.
The values were initially established under Section 25A of the Customs Act, 1969, referencing Publication Value No. 02 issued on December 29, 2022.
In response to requests from the Pakistan Yarn Merchants Association (PYMA) and other stakeholders, the directorate reassessed the customs values, observing that more than 90 days had elapsed since the last ruling and that the previous rates were no longer in line with current global market prices.
Importers pointed out that a mutually agreed valuation formula for polyester, viscose, and acrylic spun yarn had earlier been established in collaboration with the Customs Department. However, they noted that the formula was now obsolete due to reduced import volumes and the customs values had remained unchanged since 2022.

The directorate determined that the Computed Value Method outlined in Section 25(8) of the Customs Act could not be applied, citing a lack of reliable data on production costs in the exporting countries. Instead, after reviewing various sources such as global raw material pricing from the CCF Group, the directorate proceeded to establish new customs values.
The conversion costs for manufacturing yarn from polyester, viscose, and acrylic staple fibers were assessed using data from international publications. These costs were combined with the raw material values to determine the updated customs values for both 100% spun yarns and the blended types.
The ruling also includes conversion costs for manufacturing multi-ply yarns (2-ply and 3-ply), which were added in the finalized customs values for both polyester and viscose spun yarn.
