Kuwait and China have formalized a new agreement to advance the development of the Mina Mubarak Al-Kabeer Port in northern Kuwait, deepening bilateral cooperation under Kuwait’s economic transformation agenda and China’s global infrastructure strategy.
The port project is a core component of Kuwait Vision 2035 and aligns with China’s Belt and Road Initiative. It forms part of Kuwait’s broader effort to diversify its economy and reduce long-term reliance on oil by strengthening logistics, manufacturing, and trade-linked industries.
On December 22, Kuwait’s Ministry of Public Works signed contracts covering engineering, supply, and construction with China Communications Construction Company. The port development is estimated to cost around $4 billion and represents one of the largest infrastructure projects currently underway in the country.

While detailed design and operational plans have not been fully disclosed, officials said the port will focus on manufacturing and light industrial activity and is expected to emerge as a new hub for regional and international trade.
Kuwaiti authorities highlighted long-standing historical ties, mutual political respect, and aligned strategic interests as key foundations for the project.
CCCC said the Mina Mubarak Al-Kabeer Port will be its first port project in the Middle East to be partially built to Chinese technical standards, incorporating the company’s construction expertise and advanced port technologies.

Kuwaiti officials said the project’s first phase is already about 50% complete. The port will initially include four berths and is expected to become operational by 2026. Once completed, the modern facility is intended to streamline cargo handling, improve supply chain efficiency, and serve as a regional logistics hub. It will also be connected to the planned Gulf Railway network.
Media reports indicate that the port’s total area will expand tenfold upon completion, reaching approximately 116 million square meters. Located on Bubiyan Island near the Iraqi border, the project is expected to intensify regional competition as neighboring countries seek to strengthen their positions in the Gulf and international trade corridors.
