China’s customs authorities will introduce a new set of policy measures during the 15th Five-Year Plan period from 2026 to 2030 to promote innovative growth in foreign trade and achieve a more balanced expansion of exports and imports, the General Administration of Customs said on Saturday.
Speaking at the National Customs Work Conference in Beijing, General Administration of Customs head Sun Meijun reviewed key developments in China’s foreign trade during the previous five-year plan and outlined plans to deploy more effective policy tools in the opening year of the next planning cycle to support high-quality trade growth.
Sun said that over the past five years, customs authorities have managed risks and operational challenges while overseeing an annual average of 5.2 billion tons of imported and exported goods valued at about 42.3 trillion yuan, equivalent to roughly $6 trillion.

China maintained the world’s largest trade volume during the period, with overall security remaining under control, helping ensure the successful completion of targets set under the 14th Five-Year Plan.
Sun said customs authorities will strengthen overall coordination, apply a more systematic approach, and maintain a balance between trade facilitation and security, as well as between export growth and import expansion.
He said China will continue to expand exports while also appropriately increasing imports, deepen its participation in global trade flows, and promote smoother domestic and international economic circulation to achieve closer integration between domestic and foreign trade.

In 2026, customs authorities will launch a new round of special initiatives to facilitate cross-border trade and introduce more practical policy measures. Support will be expanded for emerging business models, including cross-border e-commerce, overseas warehouses, the low-altitude economy, market procurement, bonded maintenance, testing, and remanufacturing.
Authorities will also work to optimize inspection and quarantine supervision systems, encourage higher imports of quality agricultural and food products, consumer goods, and germplasm resources, and strengthen regulatory and service support for major trade platforms such as the China International Import Expo, the China Import and Export Fair, and the China International Fair for Trade in Services, Sun said.
The measures are aimed at improving trade efficiency, supporting innovation in foreign trade, and promoting a more balanced and resilient import-export structure over the next five years.
